The time is around 6.38pm Japan time. It's shortly after sunset and the neon lights appear brightly illuminated against the darkening sky. It's the end of rush hour, but despite the density of population, the traffic congestion doesn't seem overwhelming. That's because Japan has probably the best public transport system in the world.
