Advert campaigning against the congestion charge proposed by Greater Manchester Passenger Transport Executuve (GMPTE) and other official bodies. The billboard is located on the property of the Trafford Centre, owned by Peel Holdings. The wording is as follows: 'Stop moaning what's £5 a day. The Toll Tax: keeps the roads free for the rich. Object now @ www.manchestertolltax.com'. The toll proposed by GMPTE would involve a flat charge for anyone entering the area inside the M60 during the morning rush hour, or exiting it during the afternoon rush hour. All visitors to the Trafford Centre from outside the M60 entering or departing at these times would have to pay the charge.
