A selection of clock towers from across North West England: Blackburn shopping centre, Wigan shopping centre, Rochdale Town Hall, Liverpool Liver building, Manchester Town Hall, Cheadle Barnes Hospital. Used for the front cover annual report by HM Customs and Excise, Liverpool.

In late 2004 voters will decide whether there will be elected assemblies in North West England, Yorkshire and Humberside and the North East. The 'Yes' or 'No' decision on elected regional government is the Great Debate of 2004 in the north of England.
